In the commune of Fontenay-en-Parisis, a series of worrying events have marked recent years. In April 2021, after six months of illegal occupation, a fire broke out on high ground close to the RN 104, overlooking the Galais ditch valley near Goussainville, on land belonging to the Val d’Oise Departmental Council. In May 2022, new illegal occupations caused two more fires. In the space of a few weeks, large-scale dumping grounds had sprung up, containing rubble, demolition debris, garbage, mattresses, hydrocarbons and toxic waste, creating a desolate landscape.
Faced with this alarming situation and a complex land tenure situation for the landowners, ECT is stepping in to finance the clean-up and rehabilitation of the affected areas.
This transformation will restore the natural vocation of these areas and ensure a healthier, safer environment for the inhabitants.

Start of the clean-up of the unauthorized dump
June 2024 – Waste disposal has begun. This is an essential step in healing the landscape. REVA is in charge of collecting, sorting and disposing of almost 9,100 m3 of waste. This stage is expected to take 1 month, with ECT covering the cost of evacuation and treatment. And ensures administrative traceability of waste.
The land contributions will initially be used to finance the removal of the waste and subsequently to redevelop the two areas to make them safer and restore the natural wooded areas.
Rehabilitating land and restoring the landscape
How does it work?
The contribution of inert soil from local earthworks enables ECT to finance the removal of waste and the redevelopment of two separate areas.
- No cost to the municipality: waste sorting and disposal and landscaping are financed by the reuse of inert soil from local construction sites.
- Rapid waste removal: Waste is removed within a month.
- Securing redeveloped sites: The landscaped areas are secured to prevent any future illegal dumping, guaranteeing the sustainability of the landscaping.
- Improving accessibility and the environment: Paths become passable again, and embankments are renatured and wooded, contributing to the restoration and embellishment of the local landscape.
This model not only ensures sustainable waste management, but also contributes to the environmental improvement of the municipality.
